The National Weather Service in Charleston West Virginia has issued a

* Flood Warning for...
southern Boyd County in northeastern Kentucky...
Lawrence County in northeastern Kentucky...
southeastern Carter County in northeastern Kentucky...
northwestern Wayne County in western West Virginia...

* until 715 PM EDT.

* At 417 PM EDT, emergency management reported flooding on KY 3399
about 1.5 miles north of KY 707. Over two inches of rain has
fallen in some areas.

* Some locations that will experience flooding include...
Louisa, Blaine, Grayson Lake State Park, Yatesville lake State
Park, Fort Gay, Webbville, Denton, Burnaugh, rush, Durbin,
Centerville, Dunlow, Martha, Lockwood, Glenhayes, Hitchins, Genoa,
Mavity, Grahn and Gallup.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

The Flash Flood Watch continues for

* portions of northeast Kentucky, southeast Ohio, and West
Virginia, including the following areas, in northeast
Kentucky, Boyd, Carter, Greenup, and Lawrence KY. In southeast
Ohio, Gallia and Lawrence OH. In West Virginia, Barbour,
Boone, Braxton, Cabell, Calhoun, Clay, Doddridge, Gilmer,
Harrison, Jackson WV, Kanawha, Lewis, Lincoln, Logan, Mason,
Mingo, northwest Fayette, northwest Nicholas, northwest
Pocahontas, northwest Raleigh, northwest Randolph, northwest
Webster, Putnam, Ritchie, Roane, southeast Fayette, southeast
Nicholas, southeast Pocahontas, southeast Raleigh, southeast
Randolph, southeast Webster, Taylor, Upshur, Wayne, Wirt, and
Wyoming.

* Through late tonight.

* Soils across the area are nearly saturated due to previous
rainfall. Additional showers and thunderstorms, some with heavy
rain, are expected to affect the area through tonight.

* Flash flooding of creeks, streams and low lying areas will be
possible.

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.

At 350 PM EDT, persistent rainfall of 1.5 to 2 inches had fallen
over Carter and Lawrence counties in Kentucky. This will cause rises
on streams and creeks, and could cause water problems in low lying
areas and areas of poor drainage.
